Male violence against women: from emergency to autonomy

As a structural phenomenon, gender violence, in order to be eradicated, needs to be addressed on several levels through the three axes of "prevention", "protection" and "punishment". 

The project is part of the "protection" axis and includes actions aimed both at women affected by gender violence in its different forms, and at operators of specialized services. 

In the last year, the number of women followed by the Roma Capitale anti-violence circuit (consisting of 13 CAVs, 3 Shelter Houses, 6 Semi-autonomous Houses and 5 Second Autonomous Apartments) has grown by about 21% from 2,066 in 2022 to 2,507 in 2023, counting how many were taken in by the CAVs (branches) and the 58 women guests in the residential facilities (including the minor children, the number of people hosted were 114). The dramatically increasing figure is that of women not accommodated in the Homes: 274 in 2023 compared to 185 not accommodated in 2022. In one year there was an increase of more than 48% in requests for accommodation that could not be met due to lack of beds or the presence of other problems, such as addictions or psychiatric problems, which require different interventions. 

The number of non-accommodations highlights only one aspect of the problem. In addition to lacking beds, the anti-violence accommodation system fails to ensure timely responses to cases of emergency since admission to the Shelter House is subject to the evaluation of the team and closely linked to the self-determination of the woman, essential for the success of individual projects. 

In addition, the circuit is not equipped with any instrument of connection between the different nodes of the anti-violence network and, therefore, the search for a bed is entrusted to direct contacts between the operators of the facilities and the stakeholders of the anti-violence network who, through their own position, come into contact with emergency situations (law enforcement, hospitals, social workers). Entries into the individual structures within the competence of Roma Capitale are communicated by the managers retrospectively. Each structure has its own waiting list without there being a stable coordination between the different structures. 

This intervention is in addition to two other interventions financed by Pn Metro Plus: the RM4.4.8.1 operation dedicated to female empowerment and the RM4.4.11.1.c. "Towards autonomy: single parents with minor children" under the responsibility of the Department of Social Policies and Health, aimed at women with children who, after a first period of accommodation in the Shelter, need additional support to achieve full autonomy. 

The Roma Capitale anti-violence services circuit (CAV, Case Rifugio [Shelters], Semiautonomia [Semi-autonomy]) has so far been financed with ordinary funds and European funds (Pon Metro 2014-2020). With this intervention, the anti-violence services will be renewed by resorting to co-design, in accordance with the Third Sector Code, enhancing and developing the skills of the organisations specialised in supporting women victims of violence, including women with disabilities or over 60. 

The rm4.4.11.1.G intervention will include:

  1. the construction of a network to respond to the need to accommodate women, with children, in emergencies, consisting of third sector entities specialised in supporting victims of gender-based violence and private/business entities active in the accommodation sector through agreements with the accommodation facilities for temporary housing assistance in emergencies; 
  2. CAV enhancement in relation to emergency accommodation. The CAVs carry out the functions of collection of reports, risk assessment, identification of the available and most suitable accommodation facility for the specific situation, first taking charge of the woman, sending the woman to the identified facility, support of the nucleus during the emergency accommodation period and identification of the next accommodation solution;
  3. the creation of new Emergency Shelter Houses (Escape House) in the Rome XII Municipality which has the capacity to accommodate up to a maximum of 20 individuals, previously used to assist disabled adults;
  4. the renovation and design of the Emergency Shelter House (Escape House). The apartment identified to house the Emergency Shelter House requires extraordinary maintenance and energy efficiency. It is an apartment of about 360 square meters, located on the second floor of a former school building, which consists of a large living area with dedicated services and 10 rooms with related services;
  5. the implementation of the M.A.R.A. platform, created with national funds which after the first testing phase, ending in March 2026, will be useful to include the availability of beds in the accommodation facilities of Roma Capitale, as well as to trace the paths of each user and possibly integrate with the applications in use at the Institution regarding social services (SIGESS);
  6. the creation of two new Shelter Houses and a Semi-Autonomous House derived from assets confiscated from organized crime, located in the Municipalities of Rome V, VI and VIII;
  7. the four new Anti-Violence Centres in territories not covered by anti-violence services (Municipalities of Rome VI, X and XI) with a new model for activating the anti-violence network;
  8. the purchase of furniture and equipment, including household appliances and computer equipment, to provide the basic set-up for the five new women’s shelters.
